California Medi-Cal Defense Webinar: Assessing the Impact of Federal Medicaid Cuts for Children and Youth in California

Medi-Cal (California’s Medicaid program) covers more than two in five children and nearly half of all children with special health care needs. Despite the extensive research that shows that Medicaid coverage of children contributes to better health outcomes and improved long-term effects on health and educational attainment in adulthood, Congress is actively considering large reductions in Medicaid through the budget reconciliation process. Major federal Medicaid funding reductions and coverage proposals, if enacted, will inevitably put Californian children’s health and well-being at risk, given the extent to which children in California rely on Medi-Cal for their coverage. The federal proposals continue to evolve and include imposing caps on federal Medicaid funding, eliminating the enhanced federal funding states receive to cover expansion adults (which includes parents), mandating work reporting requirements as a condition of eligibility for parents and childless adults, reducing states’ ability to rely on provider taxes to pay a portion of their share of Medicaid costs, and restricting the ability for states to direct managed care plans to boost provider payments to strengthen access to care.
