California Children’s Services Due Process Toolkit

California Children’s Services (CCS) is a state program that provides children and youth with special health care needs (CYSHCN) with eligible conditions diagnostic and treatment services, medical case management, and physical and occupational therapy services. Understanding CCS processes and benefits can be complex because the rules often depend on how the beneficiary receives CCS and the county in which they reside. Additionally, about 90% of children in the CCS program have Medi-Cal, California’s Medicaid program, so it is crucial for families to be aware of how the rules of the two programs overlap. 

The National Health Law Program (NHeLP) created the California Children’s Services Due Process Toolkit to help advocates, CCS beneficiaries, and families understand how to access care through the CCS program and how to file grievances and appeals when children have been denied services.  Included in the toolkit are applicable laws, regulations, policy guidance, flowcharts, advocacy tips, and an index of acronyms.
